The BASIX Assessment ToolIntroduced as part of the NSW planning system, BASIX (the Building Sustainability Index), is a web-based planning tool that measures the potential performance of residential development against sustainability indices. About BASIX Many types of residential development applications must be submitted with a BASIX Certificate. A Certificate is issued once a BASIX assessment has been satisfactorily completed, using the on-line tool. BASIX Certificates are required to be sumbitted when development applications are lodged for the following types of development:
The building applicant, (e.g. architect, builder, owner builder) is responsible for completing the assessment, ensuring the BASIX commitments are clearly marked on the plans, and submitting the BASIX Certificate with the development application. The sustainability indices are:
To complete the online BASIX assessment as part of the Development Application process, applicants must complete the online BASIX tool at http://www.basix.nsw.gov.au/ NB: Online tutorials are available on this site, to demonstrate how to complete the online BASIX tool The Effects of the BASIX Assessment on the Development Application Process The applicant is required to submit the BASIX Certificate with the Development Application or Complying Development Certificate application. The plans and specifications must also identify the BASIX commitments which will be checked by a professional building certifier during construction. Where submitted plans or specifications are inconsistent with the relevant BASIX Certificate, Council should require applicants to submit consistent applications before progressing the assessment process, either by amending plans / or by submitting a new BASIX Certificate with commitments that match the rest of the application.
